I am going to France, Italy, and England this summer for 12 days and I was wondering what the fashion is for a 15 year old male. I don't care if I look like a tourist, I just don't want to stick out. The temperature is supposed to be between 55 and 85 depending on where we are at, so I'm probably going to bring a few pairs of shorts, jeans, short sleeve shirts, and a jacket. What kind of jeans and shorts do they wear? Denim or cargo? Do teens wear a lot of t-shirts or are polos more common? Also, what kind of shoes are usually worn? Tennis shoes or sandals? I also really like chocolate and I'm wanting to buy some "famous" European chocolate. What country should I buy the chocolate in and does anyone know of any good name brand chocolate from Europe that would be fairly cheep?

Well, either you look like a tourist and stick out, or you don't look like a tourist and don't stick out ;-)
I'd say just leave the sandals and the shorts at home, plain standard shoes / sneakers as well as jeans are ok. And for the rest: Be what you are. It's Europe. (Well, don't wear that „I'm proud to be American“ tee.)
Can't comment on French, Italian and English chocolate, but the Belgian and Swiss chocolates are rather famous. However, good chocolate ain't cheap, so either you go for a famous one with superb quality and pay a bit more, or you buy the standard at regular prices around 70 cent (US$ 1.10) per 100 gram.
Just go into any supermarket, see what they have and give it a try.
Nevertheless, if you happen to see a Toblerone bar like this: http://www.toblerone.com/ , buy one. Yummy.
